While the world looks for ways to contain corporate greed, Canada unleashes the dogs.

Twenty two years after the election that changed Canada forever, and two years after the economic crisis that looked sure to put a stake in globalization's heart, Canada is debating corporate trade deals again. Proponents call these trade arrangements "free," but people everywhere have paid a high cost for these deals, which usually result in driving down wages and bloating corporate profits.
There have been few real beneficiaries of these deals and many losers. Is Canada truly better off without a garment business, a manufacturing sector or vegetable farms? Would trade in areas where Canada has done well not have occurred without these deals? Ask Mexicans who have been driven from their subsistence farms into illegal emigration or the drug trade by a flood of agribusiness corn from the USA under NAFTA, if they're better off.
The proposed Canada-Europe Trade Agreement could allow Monsanto to seize farms if they are contaminated with protected seed.
It's hard to say "yes" to these questions with a straight face, yet Canada's Conservatives and Liberals are doing so in Parliament again this year. The trade deal with Colombia, where people who protest against sweatshop working conditions and environmental destruction from foreign mining companies are likely to get shot, passed second reading this week. It looks like a done deal.
There's another one in the works with Jordan, where sweatshop practices are rampant. And this week, the newly-formed Trade Justice Network released the draft consolidated text of the negotiated-behind-closed-doors Canada-European Union Trade Agreement (CETA).
The impetus for CETA comes from lobbies such as European manufacturers who want to trash buy-local provisions of laws like Ontario's Green Energy Act, and agribiz giants who want privileges that could be ruinous to Canadian farmers.
"The intellectual property provisions would allow, for example, those holding patents on seeds, the rights to preemptive seizure of immovable and movable property and the freezing of bank accounts of suspected infringements," National Farmers Union president Terry Boehm told a news conference in Ottawa.
"What this will mean for farmers is, say they found their crops contaminated with a protected variety, they could be accused of infringing, they could have their equipment, their crops, their farms seized and their bank accounts frozen in order to ensure these monopolistic biotech and grain companies are adequately compensated."
You would think Canadians would have learned. We've seen factories and mills close up across the land. Twenty two years after the trade deals came in, we're all working harder and longer and falling farther into debt.
Transnational companies have been allowed to buy up Canadian assets and, in many cases, shut them to decrease competition with their holdings elsewhere. Public services like health care and education have been eroded while banks and oil companies — virtually the only corporations earning money — get tax breaks.
The environmental consequences of these trade deals are on display, to Canada's shame. "NAFTA," as lawyer and international trade expert Steven Shrybman told me, "is playing a pivotal role in facilitating the rapacious and unsustainable exploitation of the tar sands and will seriously impede any effort to deal with extravagant destruction that development is causing to the environment, the economy and Canadian energy security."
With all this in mind, it is upsetting to see the federal Liberals- - who 22 years ago went to the wall to fight the Brian Mulroney's ground-breaking corporate trade deal — now rubber-stamping every new deal the Harperites can roll out, as fast as they can.
Their foreign affairs critic, Bob Rae, suggested to the House of Commons that Canada's social justice and labour movements are backward for opposing these deals. Rae said that British labour activists are Europe's leading advocates of trade deals and that "the same evolution has not taken place in this country."
He said that rejecting deals with despotic regimes like Colombia's would cut Canada off "from trade, from investment, from a world of international engagement on the economic front, [and] our prosperity as a country would be literally cut in half."
Rae and the Liberals should review the troubling questions Canadian philosopher and public intellectual John Ralston Saul raises in The Collapse of Globalization, first published in 2005 and revised in 2009 in light of the economic crisis.
"Why did the astonishing and continuous expansion trade not produce broad economic growth, spread wealth and reduce unemployment?" Saul asks. Indeed, corporate trade deals have accomplished none of these things. Their main effect, as his book documents, has been to make giant corporations richer.
Arguably, the world does not need more such deals. Yet apparently we will get them, due to the twist of fate and circumstance that put and keeps Stephen Harper in power, and the Liberal Party of Canada.
